Programmes Manager/Deputy Unit Manager (2000-2002)
The Wheels Project Ltd

Five years after joining Bristol 5, the opportunity came to join The Wheels Project. Howard had come across this organisation while working at the YMCA previously and was strongly attracted to the idea of working with young motor offenders - sent to the programmes that the project offered as an alternative to custody by the courts.

This was the near perfect job for him - working with challenging young people, while able to enjoy working on and with cars, outdoor pursuits and teaching new skills - not least computer and ICT skills.

During two years with the project Howard achieved the following;

  • reinstated the reputation of the project as a challenging, but fair, alternative to custody that addressed young people's offending and reduced re-offending
  • improved outcomes and reports to the courts
  • wholesale re-write of courts programmes for juveniles and young adult offenders
  • development of new programme elements - in particular the introduction of advanced driving skills (observation and hazard awareness) and off road (landrover) driving activities
  • commissioning installation of new ICT computer network and systems
  • design, installation and implementation of new computer database for record keeping and analysis of work achieved with young people
  • design and installation of new computer teaching suite and associated programme

"Your personal integrity and committment was the primary reason for my decision to stop offending, settle down and get a job"
